Tools of geoinformation analysis in the regulatory policy system for urban territorial planning

Abstract

Purpose. The article substantiates the place and functions of geoinformation analysis tools in the regulatory policy system for urban territorial planning. Methodology. The study is theoretical and methodological. It combines systems-structural and formal legal methods, functional classification of geoinformation tools, doctrinal interpretation of regulations, and synthesis of academic approaches to spatial planning, urban cadastre, and decision support. Results. Six groups of tools are identified: data inventory and quality control; spatial overlay and identification of legal constraints; proximity and impact-zone analysis; network accessibility analysis; retrospective analysis and monitoring; and cartographic visualisation and communication. Their roles are clarified at the stages of preparing planning documentation, establishing territorial use regimes, discussing alternatives, adopting and publishing regulatory decisions, and monitoring their implementation. Originality. A conceptual regulatory-geoinformation cycle is proposed in which each analytical tool is linked to its legal basis, official data version, procedural stage, and accountable institution. This approach distinguishes the technical production of spatial information from the legal and political justification of a planning decision. Practical implications. The findings can support the organisation of municipal geoinformation systems, preparation of planning documentation, urban-cadastre registration, public consultation, and urban-planning monitoring.
