INTERNATIONAL AND FOREIGN EXPERIENCE OF FORENSIC REGISTRATION: ON THE EXAMPLES OF INTERPOL AND FBI

Abstract

The article examines the international experience in forensic registration and the operation of forensic records, on the examples of Interpol and the FBI. The author studied the legal basis, types and information and technical component of the organization of forensic records of Interpol and the FBI. The author determined that the dominant purity of the goals set by Interpol for data processing is forensic in nature and is carried out through forensic registration. The rules of Interpol determine the critical stages of forensic registration, formation and use of the relevant database (forensic accounting), which should be implemented in the legislation of Ukraine. The species diversity of forensic records kept by Interpol is analyzed, namely records of: wanted persons; individuals and legal entities subject to UN Security Council sanctions; missing persons; corpses; biometric data (fingerprints, DNA profiles and facial recognition systems); documents (stolen and lost documents for crossing the border; stolen administrative documents; forged documents); stolen property (motor vehicles, equipment and works of art); firearms and hazardous materials; criminal organizations.


Furthermore, the author investigated the forensic records of the FBI, namely: 7 records of property related to stolen: goods (products), boats, weapons, license plates, parts, securities and transport; 14 records of persons: conditionally released from serving a sentence; national register of persons who have committed sexual crimes; illegal immigrants; missing persons; witnesses who are under protection; unidentified persons; protected persons (in respect of whom security measures are taken); band; known or reasonably suspected terrorists; wanted persons; persons who committed theft; persons prone to violence; persons who are prohibited from purchasing weapons. Furthermore, the author proposed adopting the FBI's experience in forming a single database of forensic records with the possibility of access through specialized information systems. Finally, the author presented prospects for improving forensic registration and the functioning of forensic records in Ukraine.
