Abstract

The article examines the peculiarities of the development of partnerships between the state and business. The main obstacles to the intensification of innovation and the implementation of innovative models of economic development of the state are identified. The stages of formation of the system of public-private partnership relations are described. The advantages of public-private partnership are determined. The concept of public-private partnership is considered. The interpretation of the concept of public-private partnership from the standpoint of various domestic and foreign scholars is studied. The system of cooperation between state institutions and enterprises is analyzed, which is aimed at achieving common and separate goals, and is implemented in the long run through the involvement of available resources of each partner. The main features of public-private partnership are described, namely: longevity of cooperation; the parties to a public-private partnership are public authorities, business and society whose interests are represented by public authorities; relationships and conditions of cooperation between government agencies and business must be official in nature and be recorded in legal documents (agreements, contracts); allocation of risks and responsibilities in the process of public-private partnership; equal nature of interaction between the state and the private sector; combining common resources to achieve a common goal based on public interests.
