Abstract
This article analyzes the use of cognitive IT technologies on the basis of an ontological approach to improve the efficiency of the organization of the street and bus network and its elements in the city of Kharkiv. It was found that the system of monitoring and regulation of traffic flows in the city of Kharkiv using modern cognitive IT technologies is a system designed to support the adoption of decisions to improve the efficiency of the organization of street and highway network and its elements in the city. The main objectives that are being resolved (or in the future can be resolved) within the system of monitoring and regulation of traffic flow in the city of Kharkiv are: cost reduction and increased speed of communication for all types of vehicles through the development and further implementation of traffic management systems for the real time scale; constant dynamic development of trade and transport centers and transportation; reduction in the number and level of importance of road and transport vehicles; Reducing the number of toxic chemicals from vehicles in the environment, the formation of the sector safety of components of transport infrastructure, operational monitoring of the characteristics of the road traffic, operational management of traffic flows, creating and improving the electronic system of transport payments. It was suggested that for the formation of the structure of the system of monitoring and control of traffic flow in the city of Kharkiv, ontological model of street and road network of the city of Kharkiv, which is conditionally divided into two models - informational and functional-component.
It is stated that the information model of the street and road network of the city of Khakov provides characteristics and description of information flows, is used to represent and describe these flows, the architecture of software modules and data in the environment of the system of monitoring and regulation of traffic flows.
Some components of the monitoring and control system can be built using Polydra's Web-based components and function only in its composition, but most of the components can be implemented, As individual modules of Polydr Web-based environment and on the local expert's machine (the operator of the monitoring and traffic control system) (as a separate automated workplace).
